a festive crowd came out for cinco de mayo, but it did not stay that way. the announcement from police today. with the heat returning, so is the fire threat. how cal fire is helping homeowners get prepared. a live look at where they are backing a new plan that says they will hold local governments more accountable for meeting housing needs. setting aside a certain amount of housing for low income californians to help people with no income. >> that could mean identifying temporary shelters and potentially adjusting zoning rules to make sure they get built. >> that push comes as we're getting a new look at the

impact of the project room key. into suddenly empty hotels and motels. >> a new investigation found that it did just what it was suppose to. we spoke to one bay area woman about how having a roof over her head can be life changing. >> reporter: project roomkey was established by the day as a housing and homelessness covid response. four years later, the question remains whether it was successful or not. so we came to the tenderloin to get the answers. mercedes bullock's story is one overcoming adversity. >> i was born in general hospital to a drug addicted mother. i instantly went into the san francisco foster youth system. >> reporter: from there she says it took her 33 years to secure a stable home. she was experiencing homelessness until about a year ago where she

started working at the coalition on homelessness. now she says life is better for her and her 14-year-old daughter. everything changes when you get housing. it's crazy how much your attitude and outlook on life. >> reporter: her personal journal is connected through the success like project roomkey, where she was struggling with homelessness. she found temporary shelter through initiatives like this one. it was a part of california's housing and homelessness covid response programs. in an independent evaluation by adt global highlights, its success. i was wondering why those experiencing homelessness during the early years of 2019. and pop including medical

issues by the streets and motels. >> it made a tremendous difference for us. and it made it intense. when they would come to a particular area and say we have hotels to offer. like so many people would just come running desperate to get off the streets. >> the study also highlighted the program's success. around 22 participated were able to move into it all. since the test concluded the primary focus is now on maintaining stable housing for those were assisted projects. >> more supportive housing. >> reporter: only 15% of participants enter a non-shelter setting. that's a part of what mercedes is here to do, to help these folks get

to a better place. >> now i use information i could have you to stay in your own. >> even though more needs go done, freeze projects are extremely helpful in address homelessness. in san jose a bicyclist was killed after getting hit by a truck. the driver of a red truck tried to get away from the scene, but was eventually taken into custody. this happened just before the morning commute at 7:30 on east capitol express way and central road. the driver of the red truck was speeding when he ran a red light and hit the white pick beup truck. a woman who lives nearby says drivers speed. >> some people don't to work and it is always those king around here, let's go to

school. >> the crash reopened everything later on in the afternoon. a double stabbing over cinco de mayo weekend. patrol officers and drunk driving collisions, many of these incidents happened near the cinco de mayo festivities, but didn't impact celebrations. in total san jose police made 87 arrests including 17 felony arrests. impounded eight vehicles, and issued 156 citations. and they seized six firearms over the weekend. when violators were visitors from out of town. tiktok and bytedance are suing the u.s. government. the lawsuit claims the law violates the constitutional rights of tiktok's estimated 170 million users. officials have expressed their concerns that china is using the app to spy on

americans. we asked about this lawsuit as they say the company has a pretty good first amendment case. >> it seems that the motive is in terms of mental health, screen addiction, or more to do with trying to suppress information. >> the company also claimed bytedance could not divest for several reasons that i would need permission from the chinese government. up next parts of northern california expected to reach 90 degrees tomorrow. how they are making sure they're ready for the growing fire danger. it is important before we go into the fire season. too lazy to research

the humane society in silicon valley just welcomed 50

new cats that were displaced last year by the deadly wildfires in maui. shelters on maui have been overwhelmed to the wake of the fires last august. moving some of the more adoptable cats will open more space for the nearly 200 feral cats. 37 of the 50 cats are fully grown. the other 13, well, they are still kittens. it's the time of the year again. wildfire season is just around the corner. governor newsom has declared this week wildfire preparedness week. asking folks to prepare for the hotter drier months of the year. the reporter shows us how important that preparation could really be. >> reporter: this week is wildfire preparedness week. as californians, everyone should prepare. >> it is so important that residents take this time right now before we get into the peak of fire season to take preparations and steps around their home. >> reporter: to demonstrate the importance and show the difference between the prep tone verses the non-prep tone,

the wildfire on two fake houses. the fire crept up on both homes, but only the wildfire ready home survived. >> but still even just coming off the significant rain and in cooler temperatures that we will have here in may with a little wind. the hole will still burn to the ground. by the time we get to the peak of fire season in july and august and into september as conditions will dry out and temperatures go up. the likelihood of homes being destroyed will only increase it. >> all it takes is a second. it could cover everywhere. >> reporter: more than 60,000 homes destroyed by the wildfires. >> it is beyond comprehensive. and it is near the causeway with a lot of grass winds. >> when it comes to the safety,

that looks beautiful. >> reporter: yeah, it's coming along rapidly as we showed you the before and after. but really, i mean the field looks like it is almost ready to go with the sod down and the pitching plate at this point. but what i can tell you for sure after this direction, looking out towards left field and that will be the action part of the ballpark where the ball will be absolutely flying out just because of the prevailing wind direction across the bay. that is west to east and we are looking to the east towards left field that they would not park behind the left field park as we would head through the rest of the summer. let's take a look at what we need to know weather wise through the next several days where we will start with the overview. you'll arrive overnight where they will go into effect beginning after midnight, continuing through

midday tomorrow. but the low humidity, accompanying the offshore winds. the elevated fire threat compared to what we have had recently and the fact that we have had so much rain over the weekend is really helping to mitigate the impact of the gusty winds and the low humidity. well above average temperatures in stored for us throughout the next several days, and a moderate heat risk inland that will sound more ominous than it is in the lower categories. let's check ou the wind gusts throughout the next 48 hours or so and the win this evening. strongest winds in the 20, 25 miles an hour range. and more in that 30 to 40 miles per hour range where the sun will come up tomorrow for the early elevations for napa and solano counties with the wind advisory in effect. the winds are spread out across the rest of the north bay and the east bay throughout wednesday afternoon. but the strongest winds will still be in the higher terrain of the north bay and the winds will be elevated throughout early thursd morning. and the wind advisory will continue through 8:00 a.m. on thursday. the winds do die down by thursday afternoon. good news is the

strongest winds aren't going to overlap with the lowest humidity level, which will also help mitigate the wildfire threat and mainly half an inch to an inch of rainfall over the weekend. looking downtown from treasure island. things are looking good down there where they only got up to 58 degrees. the high temperatures earlier today, which for the most part would return to normal, 54 degrees in san francisco and that is exactly the average high for the 7th of may. in the mid 70s in concord and santa rosa. but the temperatures will continue to climb after we drop down to cooler readings tonight. mid to upper 40s to begin the day on wednesday. then temperatures are going to take off. we'll be well above normal. temperatures reaching the 70s and the low 80s around the bay and farther inland. inland temperatures will continue to climb. around the bay, it will be tomorrow and thursday as the warmest day. temperatures will be getting

into the low 80s. a mix of upper 70s inland in the east bay and those numbers are above normal. maybe not quite far in other parts of the bay area where temperatures are above 80 degrees in oakland with the upper 70s and a mix of upper 70s for the north bay. all inland parts of the bay area where they won't arrive until friday and that is when those inland temperatures are going to peak close to 90 degrees. let's check out your seven-day forecast around the bay. and at their warmest tomorrow on thursday and then backing down as the return of the breeze beginning on friday and continuing into the weekend and back to basically normal temperatures by sunday, monday, tuesday. temperatures will drop inland as well after the hottest temperatures on friday. we'll see the temperatures returning to closer to average next week and still slightly above normal and again the warmest spots inland, especially the east bay, getting up to 90 degrees on friday and still if many the upper 80s before coasting back down as we head into the weekend. but with this pattern
